Founding partner and current Senior Counsel of Palacios Lleras. He handles consultations and litigation in constitutional and administrative law disputes related to taxation, regulation of mining companies, public utilities and the financial sector, government contracting, alienation of corporate rights and disputes between partners.

  • Doctor in Economics (Doctoris Scientiae Oeconomicae), Pontificia Universidad Javeriana (Colombia, 1964).
  • Master of Arts in Economics, Vanderbilt University (USA, 1967).
    He has been arbitrator, attorney and advisor before national and international arbitration tribunals.
  • Former Director for Peru and Colombia before the IDB, Vice Minister of Finance and Public Credit, member of the House of Representatives, Manager of the Bank of the Republic and Minister of Finance and Public Credit.
  • He has been a Judge in the Constitutional Court, the Supreme Court of Justice and the Council of State.
  • He has been featured in international publications such as «Chambers and Partners», «Who’s Who Legal», «Best Lawyers» and «The Legal 500».
  • He has been advisor to several governments in the preparation of bills and constitutional reforms. Outstanding among them are Decree 1 of 1984 (Administrative Litigation Code); Law 1 of 1991 (Maritime Ports Statute); Law 142 of 1994 (Public Utilities); Law 143 of 1994 (Electricity and Energy); Law 1324 of 2009 (ICFES, educational evaluation); and Legislative Act 3 of 2011 (Fiscal Sustainability).
  • He is a «Distinguished Professor» at the Law School of Universidad Javeriana, where he taught Constitutional Law, Tax Law, Public Finance and Public Services.
  • In 2012 he was one of the nine experts appointed by the President of the Republic in the «Infrastructure Commission» to develop Law 1508 of that year on Public Private Partnerships in infrastructure projects.
